Does ICO to PNG keep the transparent background?
Yes. The icon's transparency is carried into the PNG, including soft, partly transparent edges. If a form needs JPG, PNG to JPG fills those transparent areas with the color you choose.
What is an ICO file, and why can it hold several sizes?
It's the Windows icon format. One .ico file can hold the same picture in several sizes, such as 16, 32 and 256 pixels, so the system can pick the right one for each view.
